The Third Freedom  (first copyright in 2001) is focused on banishing hunger from around the globe, and doing it in our lifetime. McGovern states that ending hunger in our lifetime is not only possible, but is in fact obligatory since our civilization now has all the necessary tools and knowledge to make it happen. In this book, McGovern lays out a five part plan to end hunger that is both workable and affordable.
A former senator, presidential candidate and U.S. ambassador to the UN Agencies on Food and Agriculture, George McGovern writes with authority when he asserts that hunger is a political issue. He claims that hunger is not simply a matter of food, but of priorities. For the first time in history, we have the technology, resources and knowledge that would allow us at reasonable cost to eradicate widespread hunger. “The big question is, Do we have the political leadership and the will to end this scourge in our time?”
McGovern is passionate in stating that we have to end hunger because it is the morally correct action to take. He argues that every major religious and ethical formulation commands that we feed the hungry. But, McGovern adds that is is also economically benefical, as well.
The Third Freedom is McGovern’s outline for ending hunger during the next 30 years. Through combining the influence of U.S. government efforts with the international capacities of the United Nations, McGovern proposes increased agricultural development and training in developing countries and food reserves worldwide.  He also pushes for further scientific research and the use of genetically modified crops. However, McGovern’s best suggestions are for introducing expanded versions of US domestic hunger programs, such as a universal school lunch program and a global supplimental nutrition program for low income women, infants and children.
In The Third Freedom, McGovern makes it clear that the costs of failing to eradicate hunger far outweighs any economic or political drawbacks that his proposals might raise. He also clearly states the costs of ending hunger in a way that shows the real possibility of making it happen.
The Third Freedom is a book that is a must read for any serious advocate on behalf of the poor and hungry.
